Encourage couples in your parish to go out on a weekly or bimonthly date night. If money is tight, a drive to a corner coffee or ice cream shop or watching the stars together from the backyard. The important thing is spending time alone with each other, focused on the relationship.
Respect couple/family time by limiting parish ministry demands on their time. The couple needs to have time to build their intimate relationship and they need time to build relationships as a family.
